Observation

The reorganization occurs in the final thirty meters, which is too late to be useful if anything is missing and too early to prevent it from being reorganized again at the gate itself.
Consequence One
Someone repeats center gate paperwork to avoid one uncertain moment. The uncertain moment is the moment when a staff member requests a document and the person cannot immediately produce it. This moment has not occurred. Its prevention is the purpose of the procedure. The procedure continues regardless.
Consequence Two
A second person copies the behavior because the repetition looks like experience. In September 2021, the papers are a vaccine certificate, a government-issued identity document, and a printout of the appointment confirmation. Someone who handles all three without hesitation appears prepared. Someone who appears prepared is trusted. The trust is extended to the procedure, not to the person.
Consequence Three
The group eventually treats the copied behavior as the safest available standard. A family member who arrives at the gate without having reorganized the folder is considered to have taken a risk, regardless of whether the documents are present. The check is meant to reduce uncertainty, but repeating it often creates another reason to check.
Absurd Rule in Force
Routine is considered proof even when nobody remembers the original reason. Center gate paperwork has been performed at every appointment without a single incident of missing documentation. Contradiction
