Q1 Assessment

Quiet packet opening was introduced in January as a personal response to a shared space situation. The specific situation: a quiet room, a snack, and a packet that produced more noise than the environment warranted.

The first instance of quiet packet opening is treated as a personal preference. The preference was to open the packet slowly, distributing the crackling over a longer duration rather than a single loud event. The packet took approximately forty seconds to open. The crackling lasted longer as a result.

Performance in Q1: consistent.

Q2 Assessment

A second person begins adapting to it, which makes the preference look like shared procedure. The second person was present during three separate packet-opening incidents and observed the slow-open technique without comment. By April they had adopted it.

At no point was the technique explained, named, or recommended. It spread through example.

Quiet packet opening must be repeated whenever the uncertainty it once reduced appears again. The uncertainty was social: would the noise disturb someone. The technique reduced this uncertainty by making the noise a slow, graduated sequence rather than a sudden event. Both people now find the sudden event incorrect.

Performance in Q2: institutionalized.

Q3 and Q4 Assessment

Eventually a newcomer can violate the rule without ever having been told the rule exists. A third person joined the shared space in September and opened a packet at normal speed. The sound was registered by both original practitioners as a small infraction. No comment was made.

The rule is unwritten. It is practiced. Appetite explains the setting, but the behavior continues even when appetite no longer requires it. The quiet open is now performed as a matter of form.

Under the governing rule, quiet packet opening remains mandatory while nobody volunteers to replace the habit. No one has volunteered.

Year-End Rating

Performance: meets expectations. Method: slow-open, distributed crackle, forty-to-sixty second window. Outlook: stable. No changes anticipated.
