This notice documents the disposition of February 29, 2024, a date that occurs once every four years and which was treated, in advance, as unallocated capacity.
The Error
An extra day on the calendar was interpreted as extra available time. This interpretation was incorrect. The calendar gained a date. The day did not arrive with fewer obligations than any other day. Ordinary errands consumed the same hours as usual. The distinction between an additional date and additional time was not examined prior to the assignment of tasks.
Under the governing rule, rare calendar capacity is presumed free until routine life proves otherwise. Routine life proved otherwise before 10 a.m.
Sequence of Events
People assigned delayed tasks to the extra day before it arrived. These tasks included items that had been deferred across multiple prior days on grounds that a better moment would present itself. February 29 was designated that better moment.
Ordinary errands then consumed the same hours as usual. Grocery requirements did not reduce. Meetings did not relocate. The body required its standard allocation of sleep and preparation time. The deferred tasks encountered a day that had already been filled by the ordinary material of every other day.
By evening, the exceptional date was evidence that even calendar anomalies are fully taxable by routine life. The tasks were not completed. They were deferred to March.
Classification Rationale
February 29 is rare. Rare is not the same as free. This distinction has now been formally documented.
Governing Rule
Under the governing rule, rare calendar capacity is presumed free until routine life proves otherwise. Routine life proves otherwise, on average, by mid-morning.
Recommended Action
On the next occurrence of February 29 (2028), the day may be treated as an ordinary Tuesday. It is expected to behave as one.
