Purpose of this notice
This notice classifies public transport silence as behavioral infrastructure effective from the date of its second voluntary observance by any party.
Findings
Someone feels unusually aware of being physically close to strangers on a quiet ride. The ride is ordinary. The route is familiar. The physical proximity is no different from proximity before 2020. The awareness is different.
The activity is ordinary again while the body still treats it as negotiable.
Classification criteria
Public transport silence meets the threshold for behavioral infrastructure on the following grounds:
One: it causes a small physical adjustment. A bag is repositioned. A posture shifts. The adjustment is minor and would not be described if asked about the ride.
Two: nearby people begin mirroring the adjustment. The mirror is not intentional. It is proximity behavior. The adjustment becomes ambient.
Three: the ride develops etiquette nobody has formally announced. The etiquette is: quiet is the default. Space is maintained beyond the minimum required. Sound from devices is managed before the situation requires managing. None of this was posted.
On the hesitation
The hesitation in public transport silence outlasted the indoor years. The indoor years ended by calendar. The hesitation continues by body. Classifying the hesitation as behavioral infrastructure does not resolve it. It records its persistence for administrative purposes.
