What Would Have to Be True for This to Work
Consider a world in which refreshing the order tracking page produces updated information. In that world, packages would need to be scanned continuously, at intervals short enough to produce meaningfully new data between one page load and the next. Each scan would require a person or a device at each location where a package might exist at any moment.
This infrastructure exists in some form. It does not operate at refresh frequency.
A world where the tracking page updated in real time would require the package to also update in real time, which is not how packages work.
The Actual Cost
The person refreshed the page eleven times over the following hour. Each refresh produced information identical to the previous refresh, with minor timestamp variation. The cumulative time spent refreshing was approximately four minutes.
Four minutes is not a large number. Four minutes distributed across a population of people waiting for packages becomes a significant number. The significance of this number produces no additional packages.
The Contradiction
The tracking page exists to reduce anxiety. The mechanism by which it reduces anxiety is providing information. When the information is unchanged, the tracking page provides no new information. A page that provides no new information refreshed repeatedly becomes a source of anxiety.
The tool designed to address the problem creates the problem it was designed to address.
The Absurd Rule
Some shipping companies have implemented estimated delivery windows of four to eight business days specifically to reduce tracking refreshes. This works. People refresh less when the expected wait is longer. The cost of this strategy is that delivery takes longer, because longer estimates produce longer deliveries.
What This Means
The person refreshing is not irrational. They are practicing a form of optimism that the technology allows but does not reward. The interface implies interactivity. The underlying system does not support the interactivity the interface implies.
Both of these things are true. Neither fixes the package.
