This is the observation. Someone refreshes or reopens the transaction even after seeing a success message. The payment completed correctly. The refresh confirms this. The refresh was not requested by the payment system. It was requested by the person.

This is Successful Payment Refresh.

First consequence. Successful Payment Refresh adds one extra confirmation check. The check is not a transaction. It is a ceremony. The ceremony is brief. It takes between four and twelve seconds depending on connection speed. It occurs on every transaction above a certain amount, the threshold being personal and unstated.
