WITNESS: The previous layer was cleaned. This layer will be cleaned. The layer after that will also be cleaned. The formal system already exists for this. Daily urban life depends on a second layer of practical choreography that runs alongside the formal system.

WITNESS: No.

WITNESS: A newcomer can violate the rule without ever having been told the rule exists. That has happened. The newcomer was not blamed. They were simply corrected.
