Incident Record: Family Joke Recycling
The joke appeared in November. It had appeared the previous April. The laughter was the same.

PRESIDING OFFICER: State the matter before us.
PETITIONER: A joke has appeared in the family group. The joke involves a government official and a translation error. The joke was funny in approximately 2018. It was circulated then and received well. It was then circulated again in April of this year by a different family member who received it as though it were new.
PRESIDING OFFICER: And now?
PETITIONER: It has reappeared. A third relative sent it this morning with the message, "This one never gets old." The relative is correct that it never gets old in the sense that it continues to circulate. The relative may not know it has already appeared twice.
PRESIDING OFFICER: What is the petitioner's concern?
PETITIONER: The petitioner saw the joke in 2018. The petitioner saw it in April. The petitioner has now seen it a third time. The group has twenty-seven members. At least three of them have sent it. An unknown number of them have previously seen it. All of them are currently sending laugh-cry emojis.
PRESIDING OFFICER: And the petitioner's response?
PETITIONER: The petitioner has sent a laugh-cry emoji.
PRESIDING OFFICER: Was this accurate?
PETITIONER: The joke is not, at this point, producing laughter. It is producing recognition. Recognition and amusement have the same emoji. The petitioner used the accurate emoji for the social context, not for the internal experience.
PRESIDING OFFICER: The panel notes that twenty-six other members appear to have made the same assessment.
PETITIONER: That appears to be the case.
FINDING
A family message gains authority from repetition even when nobody can identify its original source. The joke's third appearance is not its first. It is not its last. The joke will continue circulating for as long as the group exists and the original sender's memory horizon does not extend to April.
The message is easy to ignore, yet ignoring it can feel more socially expensive than reading it. The subject ignored the first appearance. Not the second. Not the third.
After repetition, other people begin adjusting their behavior around family joke recycling. The petitioner now reads the first three words of forwarded content before opening it, to assess whether it is familiar. This practice has a forty percent recall rate and a sixty percent rate of opening the content anyway.
Eventually family joke recycling acquires an unwritten enforcement system that everyone denies creating. The group has a supply of approximately thirty jokes in active rotation. Nobody maintains this catalog. It maintains itself.
