Interim Policy on Bedside Water Glasses
A subject assembles multiple partly-used water glasses within arm's reach of the bed, creating a hydration infrastructure that nobody designed.

Background
The first glass arrived at the bedside for a legitimate reason: the subject was thirsty at night. The glass was placed on the nightstand. It was used. In the morning, the glass was present and approximately half full.
The glass was not removed.
The second glass arrived the following evening. The first glass was still present. Both were placed on the nightstand. Both were available.
By the end of the week, three glasses occupied the nightstand.
Current State
Four glasses. Varying fill levels. One glass contains water from an uncertain date. One glass appears to have been brought in from another room at some point. Their origin is not fully documented.
The nightstand has reorganized itself around them. The book that was previously closest to the subject has been moved back. The phone charging cable navigates between two glasses. The lamp has not been mentioned in any account of the nightstand for several weeks.
Governing Rule
Any bedside water glasses arrangement that survives three cleanups must be treated as permanent household infrastructure.
The arrangement has survived six cleanups. At each cleanup, the decision was made to leave the glasses in place because removing them might create a gap in overnight hydration coverage. This reasoning has been applied consistently. It does not improve with repetition.
Assessment
The subject is not underhydrated. The subject has ready access to water from multiple containers, the fill levels of which are not reliably tracked. The hydration infrastructure is solid in a way that makes its necessity unclear.
Status
Preliminary. No action has been taken. No action is expected. The glasses will remain until someone picks them all up at once, which will feel like a decision and will likely prompt a short conversation about leaving glasses by the bed, which will not change the outcome.
