Background
Public bins are installed at regular intervals along pedestrian routes. Their purpose is to receive waste. This purpose is understood by all parties. The bins are visible. They are accessible. They are, in every technical sense, available.
Subject carries rubbish past one bin because a better bin might appear closer to the actual destination.
The governing rule states: any Public Bin Hesitation repeated often enough becomes binding until the person feels certain.
Finding I: The Optimization Premise
The subject has determined, without evidence, that depositing waste at the current bin would be premature. A better bin may be located ahead. "Better" is not defined. It is felt. It appears to mean a bin that is closer to the building the subject is entering, as though waste deposited closer to the destination is somehow more resolved than waste deposited ten meters earlier.
