Memorandum on Commute Silence Recovery
Post-commute silence intervals have been identified as a distributed self-regulation mechanism with no assigned administrator.
I.
People sit quietly for a few minutes after a noisy commute before beginning the next activity. This is not rest. Rest would involve sitting down with no intention of resuming quickly. The commute silence recovery period is brief, deliberate, and understood by its practitioner to be functionally necessary. The next task will begin. A buffer is required first.
The route is familiar enough to run automatically. Commuters still maintain private recovery checks around it. These two facts coexist without tension, which is the first sign that the behavior has stabilized beyond its original rationale.

The first instance of commute silence recovery is treated as a personal preference. This is accurate. Then a second person begins adapting to it. The adaptation is minor: a slightly lowered voice, a brief pause before asking a question, an implicit recognition that the recently-arrived person has a transition cost that is not visible but is real.
Once the adaptation occurs, the preference looks like shared procedure. It is, from a functional standpoint, indistinguishable.

The route is familiar. The expectations are invisible. New participants inherit both without briefing.
Commute silence recovery must be repeated whenever the uncertainty it once reduced appears again. The uncertainty is not noise. The uncertainty is the transition itself. The commute ends. Something is owed to the ending, and the something is silence.
This is now standard.
