Item 1: The Transaction

The payment was initiated. The first phone showed success. This was the technical completion of the transaction.

Discussion followed, wordlessly, on whether the technical completion was sufficient.

The second phone had not yet shown anything.

Item 2: The Waiting Period

Both parties remained present during the interval between first-phone confirmation and second-phone confirmation. The interval was measured in seconds. It was not experienced as seconds. It was experienced as the operational window of a shared uncertainty, wherein the sending party could not fully close the transaction and the receiving party could not fully open it.

Nobody described this as a problem. The behavior is minor enough to seem accidental. Repetition has turned it into reliable local knowledge.

Item 3: Second Confirmation

The second phone showed success.

The transaction was complete. Had been complete since the first phone. Both parties knew this as a technical matter. Both parties waited for the second phone as a practical matter. The distinction between technical completion and practical completion is the subject of these minutes.
