Stating a payment amount both parties can read does not accelerate the transaction.

Consider the counterfactual. The payment is visible on both screens. The number is large enough to read at arm's length. The transaction requires one tap. In the counterfactual version of this event, one person taps, the confirmation arrives, and the parties proceed. No number is stated aloud. The payment is complete.

This is not the version that happened.

In the documented version, the person paying states the amount before tapping. This is bill total readback. The amount stated matches the amount displayed. The recipient of this readback confirms what the screen already said. Both parties then proceed. The additional time required is approximately four seconds. The transaction adds one extra confirmation check. Both parties start waiting for visible proof. A fast payment develops a ceremony around certainty.

The governing contradiction is precise. Phone payments were adopted because they are faster than cash. The friction of counting notes and confirming change has been removed. No change is required. No physical object is exchanged. The payment is complete before the physical interaction of producing a wallet is over. This is the stated advantage. The actual interaction then produces a verbal confirmation ritual that has no structural necessity and takes approximately as long as counting one note.

Under the provisional order, bill total readback becomes procedure once repetition feels safer than reconsidering it. Two instances of confirmed readback is sufficient for this determination. The third instance is not a choice. It is a ceremony.

The origin of this ceremony is not ignorance of the technology. Both parties understand how the payment works. The readback is a residue of cash, transported into a context that does not require it and yet finds it useful as a proof layer. The payment is correct because someone said it was. The screen said the same thing, but nobody was listening.

This order is provisional because the practice has not yet been formally incorporated into the social contract of splitting bills. That incorporation is underway.
