Incident Description
At an indeterminate time on a routine browsing session, a permission request appeared. The request asked for access to a site function. The function was not identified before the block button was activated.

Someone clicks block on a permission request without reading what the site asked for. This is the event under analysis. The click was accurate. The click was fast. The site could have been asking for location, which would be declined. The site could have been asking for notifications, which would be declined. The site could have been asking for camera access for a legitimate telehealth function, which would also be declined, but which is different from notifications in a way that the reflex does not distinguish.
Stage One
The first case of browser permission reflex changes one small decision without being discussed. The decision was delegated from deliberation to motor memory. The motor memory was trained on repeated encounters with permission requests that had correct answers of no, until the answer no was applied to all permission requests as a class, irrespective of content.
The training took approximately eight months.
Stage Two
After repetition, other people begin adjusting their behavior around browser permission reflex. A workplace IT note asking people to allow a specific site function was followed by a support ticket from a person who had blocked the function without reading the request, then could not locate the blocked permissions page, then could not identify which browser session had handled the request.

The Governing Principle
Any digital burden may remain permanent if dismissing it takes less effort than fixing its source. The source of the reflex is a period of approximately two years during which the volume of permission requests increased beyond the threshold at which individual review remained practical. The practical response was to decline uniformly. The uniform decline became a reflex. The reflex became the default.
The default does not evaluate each request. Evaluation adds time. Time is the resource the reflex was developed to preserve.
Stage Three
Eventually browser permission reflex acquires an unwritten enforcement system that everyone denies creating. The word allow appears approximately five times per browsing session. The word block appears approximately five times per browsing session. The ratio of unread requests to read requests is not measured.
It is high.
Classification Status
The reflex is documented. The reflex is not going to change. The incidents will continue at a frequency proportional to the volume of permission requests, which shows no signs of decreasing.
