Someone checks a notification during a meeting and spends more time managing the awareness than reading the message.

The scenario under consideration. A notification appears during a meeting. The recipient glances at it. The content is not urgent. The glance is not concealed. No one says anything. The meeting continues.
What happens next is the subject of this order.
The counterfactual. Consider what would have occurred if the notification had not arrived. The meeting would have proceeded. The participant would have contributed at roughly the same rate. The attention available to the room would have been marginally higher. No one would have noticed.
This is the counterfactual. It is not available.
What occurred instead. The alert is called noise while ignoring it creates more attention. This is the central finding. The participant who glances does not glance once. The second glance is to confirm that the first glance did not register. A third check, later in the day, verifies that the notification contained nothing requiring action. Three checks. One unimportant alert.
Under the governing rule, meeting ping glance becomes procedure once repetition feels safer than reconsidering it. The participant has now glanced at alerts in meetings often enough that the behavior no longer registers as notable. It has become background. This is not progress.
The glance takes two seconds. The wondering whether others noticed takes four minutes.
