Provisional Order on Missed Call Urgency
A missed call from the same person whose message you already read registers as a separate, more serious event.
Consider a counterfactual. The message arrives first. It says: call me when you can. The person reads it. They do not call immediately because they are occupied and the message implies flexibility. Thirty minutes later, a missed call appears from the same sender. The urgency of the situation, which has not changed since the message, is now experienced as higher.
This is not counterfactual. This is the record.
Missed call urgency steals one extra check of the screen. The check is for the missed call, which was already visible on the lock screen, which the person already saw before deciding not to call back immediately. The check is not for new information. It is for the call's continued presence, which is different from information but functions like it.
The call and the message contain identical information; the call is treated as more urgent because it tried harder. This is the contradiction this order exists to document. The alert is called noise while ignoring it creates more attention. The missed call is, by the standards of the messaging system, a stronger signal than the text. The text could be deprioritized without consequence. The missed call could also be deprioritized, but it does not feel that way, and the feeling is operationally real.
The check becomes habitual even after alerts are muted. This is the residual effect that makes missed call urgency worth classifying separately from ordinary notification anxiety. The behavior persists across different senders, different content categories, and different weeks. The person checks not because this call is urgent but because the format of missed calls has trained a checking response.
Attention management turns into another inbox once the format of the notification determines the response more than its content does. Under the governing rule, missed call urgency becomes procedure once repetition feels safer than reconsidering it. This provisional order is issued without a corresponding remediation plan, as none has been located.
