Provisional Order on Restaurant Waiting Area
People relearned how to wait in public space through small unannounced negotiations no one called a policy.

Had the waiting area maintained its pre-2020 spatial norms, the following would be true: the entrance would be crowded in the familiar way, with people standing close together, checking phones, and occupying approximately half the available space by personal choice. The host would navigate through this crowd to call names. Normal.
Instead, people arrive and spread out.
The spread is not explicit. No sign directs it. No host requests it. The spread emerges from a set of small physical adjustments, each made independently, each reasonable on its own, each reinforced when the next person arrives and makes the same adjustment.
The activity is ordinary again while the body still treats proximity as a question requiring a fresh answer each time.
Under the governing rule, restaurant waiting area becomes procedure once the spread is present and has been mirrored by two or more parties. At that point, a new arrival who clusters at the entrance creates a mild social friction, not because they have done anything wrong, but because the room has formed a preference they were not informed of.
One small physical adjustment causes nearby people to begin mirroring it. This is not coordination. Nobody discusses it. The mirroring happens through observation, through the same mechanism that produced the original spread, which is a body making a spatial judgment and acting on it without being asked.
The room develops etiquette nobody has formally announced, which becomes indistinguishable from the room always having had it. Within six months, the spread is the norm, and someone who remembers the entrance crowded in the old way has to actively recall that this was once different.
The host is unaffected. The tables turn at the same rate. The wait is the same length. The food is the same food.
Provisional finding: The etiquette resolved itself. The body was slightly ahead of the announcement.
