The Structural Issue
The transcript tool was built to save attention. It saves the meeting in case the attendee's attention was insufficient. The attendee who saves transcripts and does not read them has not saved attention. They have created a permanent record of meetings that will outlive any intention to review them, housed in a folder that grows by one item per meeting.
