Terms Governing Public Cough Attention
A single cough in a quiet room still attracts more attention than it did in 2019, and the parties responsible are not aware of coordinating.
TERMS GOVERNING PUBLIC COUGH ATTENTION Effective: February 25, 2023 Jurisdiction: Shared indoor spaces, general
- Definitions
"Public Cough Attention" means the involuntary allocation of perceptual focus to an audible cough or throat-clearing event occurring in a shared indoor space, including but not limited to: cinemas, waiting rooms, offices, transit vehicles, and any room in which silence is expected and interrupted by the sound.
"Ordinary Cough" means a cough produced by a participant with no known respiratory condition, occurring in conditions where such sounds were once unremarkable.
"The Transition Period" means the years 2020 through 2022 and their perceptual residue.
- Governing Terms
The ordinary cough retains heightened attention status until such time as the body's threat-assessment model has been recalibrated to pre-2020 levels. No deadline for this recalibration has been established. Recalibration is expected to occur without formal announcement.
The cougher is not at fault. The attention is not an accusation. These two conditions hold simultaneously and do not reduce the attention.
A single cough in a quiet room still draws more consideration than the same event did three years ago. This is not a moral judgment. It is a measurement.
- Behavioral Consequences Under These Terms
The activity is ordinary again. The body still treats it as negotiable. Under these terms, a small physical adjustment is expected to occur: a slight angle change, a breath held briefly, an almost-imperceptible lean. Nearby persons, operating under the same terms, perform mirroring adjustments independently. These adjustments are not communicated. They are not discussed.
The room develops etiquette nobody has formally announced. Slightly more space is yielded around the source of the cough. The cougher, aware of the attention, may perform a brief physical signal of harmlessness: the covered mouth held a moment longer, a quiet acknowledgment to no one in particular.
- Term of Agreement
These terms expire upon full recalibration of average public respiratory-event attention. Duration unknown. Acceptance is presumed for any person who enters a shared indoor space.
