Frozen item urgency is the acceleration of the unpacking routine that occurs when a frozen item is present in the grocery delivery, regardless of how long the item has been at ambient temperature.

Protocol Description
Upon delivery of a grocery order, the person receiving the order applies urgency calibration to the unpacking sequence. Items requiring refrigeration are prioritized. Frozen items are prioritized above refrigerated items. The urgency applied to frozen items is not proportional to actual temperature risk at the time of delivery; it is proportional to the category designation.
The item is retrieved first. Its urgency is not assessed first.
Q2 Observations
In the reporting period, eighteen grocery deliveries were received. Fourteen contained at least one frozen item. In all fourteen cases, the frozen item was retrieved from the bag and placed in the freezer before any other item was processed.
In twelve of the fourteen cases, the delivery driver's estimated route placed the frozen item in an insulated bag. In seven of those twelve, the item's temperature at receipt was below forty degrees by surface estimate. The urgency applied in those seven cases was identical to the urgency applied in the remaining cases.
The frozen item has been at ambient temperature for eleven minutes. The urgency applied to it is calibrated to an item that has been at ambient temperature for two hours.
The Administrative Logic
The protocol is not irrational. A frozen item that is allowed to reach ambient temperature represents a loss with no recovery path. The cost of applying urgency unnecessarily is four to twelve seconds. The cost of failing to apply urgency when it was warranted is the item.
The asymmetry justifies the protocol. The protocol applies uniformly because assessing each case individually would require a thermometer and a willingness to accept that the ice cream has probably been fine since it left the warehouse.
