The Screen Capture Hoarding Exception
There are 4,700 screenshots in the Downloads folder. They are all important.

Scope of Finding
This preliminary report documents the discovery of 4,700 screenshots residing in the Downloads folder of a personal computer examined in November 2022. The screenshots span a period of approximately thirty-one months. The oldest file is dated March 2020. The folder also contains 612 screen recordings, eleven of which are longer than four minutes.
This finding is preliminary because the full scope has not been assessed. Assessing the full scope would require opening the files.
Origin of Accumulation
Each image was captured because it seemed necessary at the time, which is not the same as it being necessary. Documented categories include: error messages that were subsequently resolved, flight confirmation screens whose information was also received via email, product photographs saved to support purchasing decisions that were made through other means, receipts for items already delivered, maps screenshotted before offline use was arranged, and a series of forty-three images that appear to document the progress of a houseplant.
The houseplant series is the most internally consistent archive in the folder. It is organized chronologically. It has metadata continuity. It is arguably the only functional component of the collection.
The Sorting Problem
The subject has attempted to sort the folder on four previous occasions. Each attempt stalled at the same point: the discovery of images with unclear provenance. These images cannot be deleted because their purpose is not known, and their purpose cannot be determined without investigation, and the investigation takes longer than is available, and so the images are kept.
Thirty-one months of this process has produced 4,700 files.
The Governing Rule
The system cannot be audited because auditing it would require opening images that might need to be kept. Any sorting system applied to the folder would require a decision about every file, and the decision about some files cannot be made without context that no longer exists, and so the files remain pending in perpetuity, and the folder grows.
This is an internally consistent outcome. It is not a good system.
Consequence
Storage capacity is not currently a constraint. This has deferred the crisis. When storage becomes constrained, the folder will be compressed and moved somewhere with more space, at which point the file count will be transferred rather than resolved.
Eventually screen capture hoarding acquires an unwritten enforcement system that everyone denies creating. The subject has begun screenshotting things they already have screenshots of. The folder contains duplicate captures of the same error message taken eleven days apart. Neither has been deleted.
Current Status
The Downloads folder now contains 4,718 files. Eighteen were added during the preparation of this report.
