Part I. Description of Behavior
Someone sends a short video after seeing only enough of it to know who will understand the joke. The clip has not finished. The clip may never finish. The clip is now in another person's feed.
This is not inattention. This is efficient routing.
Part II. Operative Mechanism
Share without watching extends the break by one clip. The clip that was shared leads to one additional clip, recommended by the feed, which is easier to watch than to close. The feed removes clear boundaries between the next clips.
The sharer is now watching the clip that followed the one they shared before finishing the one they shared. Each clip is easy to leave while the feed removes a natural stopping point.
Part III. Session Classification
Under these terms, any case of share without watching lasting past one clip counts as intentional viewing until the feed is closed. The break becomes a session requiring a separate act of will.
The applicant did not intend a session. The applicant intended to send one video to one person. The session is a structural byproduct of the interface. The applicant's intentions are noted and have no bearing on classification.
Part IV. The Governing Rule
Under the governing rule, share without watching becomes procedure once repetition feels safer than reconsidering it. In 2023, short video feeds were the default occupation of idle time. The share without watching was the smallest possible unit of social behavior the format afforded: one recognition, one gesture, zero completion.
The recognition was genuine. The viewing was partial. The forwarding was accurate. These three statements can all be true of the same clip.
Part V. Ruling Requested
The applicant requests acknowledgment that share without watching is a coherent social act that does not require full viewing as a prerequisite. The applicant further requests that the session that followed not be formally attributed to the share. It was related. It was not caused. The distinction matters to the applicant.
