The voluntary camera-off reason has completed its informal review period and is now pending ratification.
The first time it happened, Shreya said her internet was bad. The camera stayed off. No one mentioned it.
The second time, she said the lighting in the new flat was still unresolved. This was a Wednesday. The meeting was about Q3 targets. Nobody mentioned that either.
By the third week, the explanation had become load-bearing. Not because anyone required it. Because its absence would have been noticed. The explanation had passed, without vote or announcement, from voluntary to expected. The meeting etiquette had updated itself in the background, the way software does, and everyone was running the new version without reading the changelog.
This is how video call policy gets made in 2022. Not by a policy.
The broader phenomenon is not new. It is just visible now because the video call made the usual management of appearances visible in a new register. You could see the thumbnail. You could see who had fixed their background and who had not. You could count who was framed by a shelf of tasteful books and who had the bedroom door behind them. The camera-off explanation emerged as a diplomatic instrument in that environment: it acknowledged the visibility without submitting to it.
What nobody planned was the enforcement. Once the explanation became a norm, the norm required maintenance. Shreya now provides one. Her colleague Marcus, who never explained anything in early 2020, started providing explanations in late 2021 after sitting in on enough calls where others did. He did not decide to. He absorbed the convention and reproduced it. This is how norms work. This is also how they trap people.
The trap is administrative. Each explanation implies a standard. Each standard requires a next explanation to meet or slightly exceed it. The explanation about bad internet requires, eventually, an explanation with a more specific bandwidth problem. The explanation about lighting requires, eventually, a more specific account of the bulb situation. Nobody asked for this.
Nobody asked for any of it. That is the part that keeps the trap clean.
The meeting ends. The norms persist. A brief explanation has entered the official record of how this team manages cameras. The explanation now has procedural status. It expects maintenance. It will receive it.
Nobody remembers agreeing to this arrangement. That is the usual sign that the arrangement has succeeded.
