Every instance of vaccination SMS wait creates a precedent that may be revoked only after three uneventful repetitions.
Someone checks messages after vaccination because the official confirmation feels more real than the injection. The arm is sore. The record may or may not arrive within four hours. The check begins.
This is the first phase. It consumes a few seconds that nobody considers worth discussing.
Phase Two: Tool Acquisition
Those seconds acquire tools. A dedicated folder appears in Google Drive. The folder contains two files: the appointment confirmation PDF and a screenshot of the OTP message. Both items are already stored elsewhere. The folder exists because the check needed somewhere to point.
Preferred techniques develop for doing the check correctly. There is a correct order: open the folder, confirm the appointment PDF is dated, open the message thread and scroll to the SMS. Any deviation from this order creates the impression that something was missed.
Phase Three: Exception Management
The routine eventually needs its own exception policy for the rare person who refuses to perform it. That person is your cousin, who got vaccinated at a camp and received no SMS at all. Their case enters a separate classification. They are not wrong. They simply belong to a different category that the existing procedure does not cover and therefore cannot adjudicate.
The contradiction at the center of this: the check is meant to reduce uncertainty, but repeating it creates another reason to check. Did the second SMS arrive yet. Did the dose get logged in the CoWIN system. Has the certificate generated. Each answer opens a new question with its own preferred refresh interval.
Current Status
Evidence of one successful workaround is sufficient to govern all future cases.
This is the finding as of March 2021, when vaccine slots were allocated in batches that disappeared in minutes and the official confirmation was the only proof that the slot had been real. The SMS wait made sense then. It makes approximately the same amount of sense now, for reasons that nobody has found time to examine formally.
The folder has not been deleted. The screenshot thread continues into the second dose. The exception policy for camp vaccinations remains unresolved because the cousin has not come up in planning since January.
