HEARING ON EMERGENCY CASH PRESERVATION

CHAIR: This hearing is convened to evaluate whether the current situation constitutes an eligible emergency under the Emergency Cash Preservation Protocol.

WITNESS: The emergency note is present and in good condition.

CHAIR: The situation before us today involves a parking fee of forty rupees. The subject has no small change. The fee is due.

WITNESS: Forty rupees is within the emergency cash balance.

CHAIR: Noted. However, the governing rule requires that money moved by emergency cash preservation may be mentally classified before the transaction has actually settled. Is forty rupees the kind of emergency the fund was created for?

WITNESS: The fund was created for emergencies.

CHAIR: Correct. Is this an emergency?

[Pause]

CHAIR: The hearing will note a pause.

WITNESS: It depends on your definition of emergency.

CHAIR: Emergency Cash Preservation produces a momentary sense of control. That control is preserved through another comparison, check, or transfer. If the forty rupees is withdrawn, that control is disrupted.

WITNESS: The subject also has a UPI app.

CHAIR: The UPI app will be used. The emergency cash is preserved.

[Brief recess]

CHAIR: The hearing is reconvened to address a second matter. The auto fare coming home is three hundred and twenty rupees, and the driver has asked for cash.

WITNESS: That is a larger emergency.

CHAIR: Is it?

[Extended pause]

CHAIR: The UPI app will be used. The emergency cash is preserved. This hearing is closed.


The person carrying the same emergency note through every actual inconvenience has demonstrated, by any objective standard, exceptional fiscal resolve. Eventually the ritual becomes proof of discipline even when the balance sheet disagrees.
