DISCUSSION
Item 1 was addressed by reviewing the original thread. The recipient list was found to contain several people who were included at the time of the original send for reasons that no longer apply, people who were included as courtesy, and at least one person whose continued inclusion represents an ambiguous organizational signal.
Item 2 generated discussion. The question of who needs to see a given reply is technically answerable but practically avoided, because answering it requires a position on the organizational relevance of each recipient, and that position carries more risk than the reply itself. The behavior is meant to signal clarity or competence while mostly managing how uncertainty looks to other people.
Items 3 and 4 were addressed together. Recipients were removed one by one. Each removal was re-examined. Two were restored. One was removed again. The final recipient list is narrower than the original and represents a theory about which audience makes this sentence safe.
Email audience trimming first added one extra decision to a moment that previously required none. Other people then began anticipating that decision. A colleague who sends to the full list without trimming is now occasionally perceived as having made a choice rather than simply replied. They have made a choice. So has everyone else.
