It belongs, functionally, to the individual who first occupied it on a recurring basis. This was not decided. It became true.

Attendees who have used the spot: Present. Said nothing.

New customer who stood in the spot last Tuesday: Unaware of proceedings. Stood there without incident. Left before the regular arrived.

The regular: Arrived. Stood slightly to the right. Said nothing. There was, by all accounts, a small readjustment of posture that communicated something to those who knew what to look for.

The habit solves a small city inconvenience. The small city inconvenience is not knowing where to stand when the stall is busy. The solution, once formed, became another local rule. People learn it without being taught.

A second regular has begun adapting to the first regular's position, which makes the preference look like shared procedure. It is not shared procedure. It has never been voted on, posted, or explained. It behaves like shared procedure.
