The household operates a water heater with clear and functional controls. The controls are accessible to all members. The settings are straightforward. The machine performs as documented.
The machine has clear controls, but ownership of those controls is socially distributed rather than technically defined.
One member typically turns the heater on at a time they have determined through experience. This time is not written anywhere. It is transmitted through observation. New members of the household take approximately two weeks to infer the schedule.
Agenda Item 2: The Rules Everyone Understands Differently
The primary rule: the heater should be on when it is needed and off when it is not. This rule has generated a secondary system of household negotiations that currently exceeds the complexity of the rule itself.
Member A believes the heater should run for thirty minutes before morning use. Member B believes it takes twenty. One of them is correct. Neither has tested this. The heater runs for forty minutes because the gap in estimates is managed by starting earlier than either party thinks necessary.
Early summer heat in India makes this more visible. The desire for cool water and the residual warm water from the previous cycle exist simultaneously. The controls are available. Nobody touches them until someone already knows they have authority to do so.
