PRESIDING OFFICER: State the matter before us.
PETITIONER: The petitioner was asked to provide proof of vaccination. The proof takes the form of a certificate PDF. The certificate was emailed to the petitioner at the time of the first dose. The petitioner saved the certificate.

PETITIONER: The certificate is not where the petitioner saved it.
PRESIDING OFFICER: Where did the petitioner save it?
PETITIONER: The petitioner saved it in the downloads folder, then moved it to a documents folder created for this purpose. The folder was named, at the petitioner's recollection, either "Health Documents," "Vaccine," or "Important PDFs."
PRESIDING OFFICER: Were any of these folders found?
PETITIONER: A folder named "Health Documents" was found. It contained a dental invoice from 2019 and a prescription that has since been updated.
PRESIDING OFFICER: The certificate was not in it?
PETITIONER: The certificate was not in it.
PRESIDING OFFICER: Did the petitioner search?
PETITIONER: The petitioner searched for seventeen minutes using search terms including "certificate," "vaccine," "CoWIN," the name of the vaccination center, and the date of the dose. The search returned three items. None were the certificate. One was a screenshot of a confirmation screen taken at the time of the appointment, which the petitioner had forgotten existed and which was useful but not sufficient.
PRESIDING OFFICER: Was the certificate located?
PETITIONER: The certificate was located in the original email. The email had been starred. The petitioner had not searched the email at the start because the petitioner was certain it had been saved. The certainty was the reason the email was not checked first.
FINDING
The check is meant to reduce uncertainty, but repeating it often creates another reason to check. The certificate PDF hunt produced a secondary finding: the petitioner's document filing system contains three folders that overlap in scope, none of which are reliably used, and all of which were created with the intention of being the definitive location for a document that was then saved elsewhere.
A temporary workaround for certificate PDF hunt becomes the default because it worked once. The email star method worked. The petitioner will now rely on starred emails as the filing system. This is not the system the petitioner intended to use.
Convenience becomes mandatory when returning to the ordinary method feels like extra work, even if the ordinary method was never tried. The documents folder remains. It will be organized later.
