A person has been attempting to reach a government health helpline for forty minutes and has developed a personal retry protocol that nobody asked them to create.

A government health information line is receiving a volume of calls that exceeds its capacity to answer them. This is a finding observable from the outside.
From the outside: a busy signal.
The busy signal is informative. It communicates that the line exists, that people are on it, and that the caller is not currently one of them. These are three distinct pieces of information, and the caller has absorbed all three and is preparing to call again.
The Retry Protocol
The retry interval began at two minutes, increased to five after the third busy signal, dropped back to three after a brief period of optimism around 11:15, and has now stabilized at four, which the caller has identified as the efficient interval without evidence to support this. The identification of four minutes as efficient is a hypothesis dressed as a conclusion.
The caller has tried calling from a different phone. The different phone received the same busy signal. This was expected. It was tried anyway.
The Observation
A busy signal from a government helpline is not a failure of the helpline. It is a measure of demand. The demand is real and the measurement is accurate.
The hold music, accessible if the call connects, is a different category. The hold music is evidence that the system is functioning. The functioning system is not currently reachable. Both things are true and neither resolves the other.
The Pattern
The caller has developed a habit of calling at the top of the hour on the theory that calls placed mid-hour have been in progress since the previous top of the hour and will conclude around the next one, creating a brief window of availability. This theory has not been tested rigorously. It was developed during the third retry and has not been examined since.
The theory is wrong. The caller will not know this until enough top-of-hour calls fail to produce a different distribution than the other calls. This will take longer than the caller has allotted to this task.
The Contradiction
The helpline was created to reduce confusion. The process of reaching the helpline has created a secondary confusion about optimal retry behavior that is unrelated to the original question. The original question was about vaccine scheduling.
The caller now knows more about their own retry psychology than about vaccine scheduling. This is not what the helpline was designed to produce.
Status
Eleventh attempt. Line still busy. Protocol intact. The question remains open.
