Background
The quiet hour was established six weeks ago. The rationale was straightforward: a protected period of uninterrupted time in the afternoon, during which the subject would not take calls, would not respond to non-urgent messages, and would decline requests that could wait.
The quiet hour is from 3 to 4 p.m.
Current Condition of the Quiet Hour
The 3 p.m. hour currently contains: one standing check-in about whether the quiet hour is working, one discussion about what counts as an interruption under the quiet hour rules, and occasional commentary on whether activities adjacent to the quiet hour are affecting the quiet hour's quality.
The quiet hour began as a genuine attempt at a protected window and has become a recurring agenda item within the window it was designed to protect.
The Mechanism
The subject creates a quiet hour at home and then spends it discussing how everyone should respect quiet hour. This is not intended. The discussion arises because the quiet hour, like any limit, requires maintenance. Maintenance requires communication. Communication is the thing the quiet hour was supposed to reduce.

This is down from a peak of forty minutes in Week 2, before the household had fully mapped the new schedule, and up from a low of eleven minutes in Week 4, when the quiet hour was simultaneously being defended and adjusted.

Consequence
Eventually quiet hour negotiation acquired an unwritten enforcement system: household members now know that raising something at 2:55 p.m. is a valid exemption from the quiet hour rule, because the subject will address it before the hour begins. This is an unintended edge that has become reliable.
