The message was read. A reply was not sent because a better moment was coming. The notification disappeared. The better moment came and went without the message in it.

The Mechanism
The intention to reply later is sincere. The person reading the message assesses it as requiring more than they can offer in the current moment and defers the reply to a moment when they can respond properly.
This is a good-faith decision. The problem is the retention mechanism.
The Retention Problem
The primary mechanism for retaining the intention to reply is the unread notification. The notification remains visible as a reminder that a message requires action. When the notification is cleared, the reminder disappears.
Notifications are cleared in batches. A person using their phone for a different purpose may clear all notifications simultaneously. The message-requiring-reply is cleared with the notifications about unrelated things. The intention to reply is now in memory only.
Memory, without a visual cue, loses the message in proportion to how many other things occupy the intervening hours.
The Pattern
Read at 2:19pm. Intention to reply: confirmed. Notification cleared: 4pm. Message recalled: 9pm while scrolling. Reply sent: 9:14pm with apology.
The apology was for an eleven-hour delay. The message was read at 2:19pm. The sender was notified at 2:19pm that the message had been received and read. The sender waited eleven hours for a reply to a message whose reading they could see.
Recommendation
Send an immediate holding response: "will reply properly in a bit." This preserves the intention, closes the notification, and informs the sender. The alternative, which is the current behavior, produces an eleven-hour gap and an apology.
Both outcomes result in a reply. Only one produces an apology.
