Background
A meeting room booking system was deployed to prevent meeting room conflicts. The system succeeded in this objective in the sense that it created a formal record of who was preventing whom from using a room at any given time. The records are complete.
The meeting is not.
On the fourteenth floor of an office building that has been largely empty since March 2020, a conference room called either "Himalaya" or "Conference Room B" depending on whether you read the door placard or the booking system, has been reserved every Tuesday from 10am to 12pm by a recurring calendar event. The event's organizer left the company in November.
Finding 1: The Booking Persists Because Cancellation Requires the Organizer
The booking system requires the meeting organizer to cancel a meeting. This is a reasonable assumption that becomes an enforcement problem when the organizer is no longer available to act on reasonable assumptions.
The meeting cannot be cancelled by the facilities team, who manage the room but not the calendar system. It cannot be cancelled by the IT team, who manage the calendar system but not, apparently, this particular instance of it. It cannot be cancelled by the attendees listed in the original invitation because they were invited, not empowered, and their attendance was optional, which is a different status from cancellation authority.
Eleven people have been copied on an email chain regarding this situation. No action has been taken.
Finding 2: The Room Remains Relevant Despite Physical Inaccessibility
The office has been closed since March 2020. In the second year of working from home, the conference room retains its original function as a place where people agree to disagree without producing a document.
This function has migrated to video conferencing platforms, which offer the same outcome at greater scale and with automatic recording that nobody reviews.
Finding 3: The Warning System Has Reached Steady State
A warning was generated when the booking conflict was first reported. The warning was escalated. The escalation was acknowledged. The acknowledgment generated a ticket. The ticket was assigned to a team that was restructured during the fourth quarter. The new team structure does not include a clear owner for legacy calendar conflicts.
The room is technically available because the meeting was cancelled. The room is technically unavailable because the cancellation was not communicated to the room.
Governing Rule
A phantom booking in a closed office generates the same administrative volume as a real booking in an open one. The procedures are identical. The building is empty. Neither fact affects the other.
Recommendation
This finding will be shared with the relevant stakeholders. Relevant stakeholders will be determined following a review of the current stakeholder mapping document, which was last updated prior to the fourth-quarter restructure.
The room is still marked busy on Tuesdays.
