Observation

CoWIN has a booking system. The booking system generates a confirmation. The confirmation has a reference number. The reference number can be used to verify the booking at any government-registered vaccine center in India without any additional documentation.

Despite this, the confirmation screenshot has become the primary artifact of the vaccine appointment process. The screenshot is saved to camera roll. The screenshot is sent to family. The screenshot is printed on paper by people who do not trust digital confirmations, which is a reasonable position given that the system has crashed three times this week.

The Midnight Window

Slots open at midnight. This is the official window. The unofficial window, based on observed behavior, is approximately four minutes.

At 11:58pm, a person opens CoWIN. The website loads. The website does not load. The website loads partially. The OTP arrives in forty seconds, which is thirty-five seconds after the window in which an OTP is useful. A second OTP is requested. The first OTP arrives.

At 12:04am the slots are gone. At 12:07am the WhatsApp group receives screenshots from people who got through.

The Screenshot as Social Document

The screenshot is not required by the booking system. The screenshot is required by the social consensus that the booking system cannot be trusted.

This is a reasonable position. The system has been known to show slots that do not exist, accept bookings that do not register, and send confirmations for appointments that are not in the center's own records. The screenshot serves as evidence in a dispute that has not yet occurred but is statistically likely given the circumstances.

The screenshot is the receipt for a transaction that may not have happened, kept as protection against an outcome that should not be possible if the transaction did happen.

Consequence

A secondary market has emerged for slot information. People with flexible schedules monitor the system throughout the day rather than only at midnight, because slots occasionally reappear when other bookings lapse. This monitoring is unpaid labor that produces no output except a screenshot, which is then shared with others, who share it with others, until the information is three hours old and the slot has been gone since the first share.

The information network is faster than the booking system. The booking system is the official mechanism. Both of these statements are true.

Governing Rule

Any digital process that requires a screenshot as a backup acquires the screenshot as a requirement. The screenshot then persists longer than the underlying system, the appointment it confirmed, and in several cases the disease it was designed to address.

The camera roll fills up. The WhatsApp group remains active.
