This is reasonable and partially accurate. The second reason, not given aloud, is that having a paper copy feels more complete, which is a separate matter entirely.
Consequence One
A small inconvenience, printing, leads someone to adopt certificate printout for subsequent occasions. The first printout took several minutes and required locating the correct document, identifying the correct printer, and confirming that the printer had paper. These actions were completed. The certificate printed correctly.
Consequence Two
The next attempt works. The behavior receives more credit than the circumstances. The printing is now part of the preparation sequence. Preparation without printing feels incomplete in the way that packing a bag and then not checking it feels incomplete.
Consequence Three
