CHAIR: Can you describe the situation?
WITNESS: A meeting took place. Decisions were made in the meeting. Three members of the team were not present due to scheduling conflicts. They requested a recording or a summary so they could understand what was decided and why.
CHAIR: Was a recording available?
WITNESS: No. The meeting was not recorded. A summary was provided. The summary was two paragraphs.
CHAIR: Was the summary sufficient?
WITNESS: The summary covered the decisions. It did not cover the reasoning that produced the decisions, the alternatives that were considered and rejected, or the context that would allow the absent members to ask informed questions at the next meeting.
CHAIR: Why was the meeting not recorded?
WITNESS: Several participants indicated they were uncomfortable with recording. This is a common preference. Recording was not done.
CHAIR: Is that a satisfactory explanation?
WITNESS: It is an explanation. Whether it is satisfactory depends on how you weigh the comfort of those who were present against the informational needs of those who were not.
The decision to not record is a decision about whose convenience matters more: those who were present, or those who were not.
CHAIR: What is the consequence?
WITNESS: The absent members received a summary. The summary of the meeting is not a substitute for the meeting. It carries the perspective of whoever wrote it, the time constraints of whoever wrote it, and the judgment of whoever wrote it about what mattered and what did not.
Three people who should have had full information have partial information. They will act on this information. Some of those actions will be based on incomplete context.
CHAIR: Is there a pattern?
WITNESS: This is the fourth meeting in two months where this situation occurred. The same three people are frequently unable to attend synchronous meetings due to time zone and schedule constraints. The accommodation for their constraints is a summary. The summary is written by whoever has time to write it.
CHAIR: What would you recommend?
WITNESS: Record. Or structure decisions so they require written input before and ratification after, rather than consensus in a room that not everyone can reach.
CHAIR: Has either recommendation been implemented?
WITNESS: No.
CHAIR: For the record: do you expect it to be?
WITNESS: Recording produces discomfort for some participants. Async decision structures require more effort from everyone. Neither will be implemented until the cost of the current approach becomes more visible than it currently is.
