The Bags Have Been Stored Beyond Operational Reach
The reusable bags are at home, organized, and functionally unavailable for use in any shop the person actually visits.
Q1 Review
Three new reusable bags were acquired in January. This brought the household total to eleven bags. All eleven were stored together in one of the other bags, which was placed in the cupboard under the stairs.
The bags were not brought to a single shop in Q1. In Q1 the person bought six plastic bags across four separate shopping trips because the reusable bags were at home.
Q2 Review
The reusable bags were moved to a more accessible location: the coat rack. One bag was used once. The remaining ten were described as "right there," meaning they were visible.
When asked whether the bags were being used, the answer was yes.
Q3 Review
The reusable bags were reorganized. This reorganization took place during a Saturday afternoon and produced a clear system: two bags by the front door, two in the car, the rest in the cupboard for overflow. The car bags were not removed from the car when shopping on foot. The door bags were moved to make room for a coat and not moved back.
Plastic bags purchased in Q3: nine.
Q4 Review
Under the governing rule, any reusable shopping bags that survive three cleanups must be treated as permanent household infrastructure.
The bags are permanent infrastructure. They are organized, maintained, and consistently unavailable at the moment of purchase.
A formal review will be conducted in January. The bags will be reorganized. The bags will remain in the household.
