PETITIONER: The petitioner also purchased four kilograms of toor dal at a rate of ninety-one rupees per kilogram, against the standard rate of one hundred and seven. And two large packs of refined sunflower oil at a promotional rate which, when annualized against projected consumption, represents a net household saving of--

PRESIDING OFFICER: What did you spend today?

PETITIONER: The total cart value was one thousand, nine hundred and forty rupees.

PRESIDING OFFICER: The standard weekly grocery budget is?

PETITIONER: The petitioner would like to note that every remembered old price remains legally active as a comparison point until the buyer stops mentioning it, and the petitioner intends to keep mentioning it.

PRESIDING OFFICER: Noted.

The Governing Rule

Every remembered old price remains legally active as a comparison point until the buyer stops mentioning it. The buyer has not stopped. The buyer maintains a private spreadsheet tracking pre-inflation benchmark prices for seventeen staple goods. The spreadsheet is not shared with the household. It governs the household's purchasing behavior regardless.

First Consequence

The first case of bulk buy justification changes one small decision without being discussed. The petitioner puts one extra bag of dal in the cart. The second bag transforms the purchase from consumption into strategy. The distinction is not trivial to the person making it.

Second Consequence

After repetition, the kitchen storage area has been reorganized twice to accommodate the strategy. An extra shelf was added in April. Nobody asked for it. It appeared.

Third Consequence

Eventually bulk buy justification acquires an unwritten enforcement system that everyone denies creating. The household cannot run out of mustard oil anymore without a small ceremony of acknowledgment. Running out is evidence against the system. The system does not tolerate this evidence.
