Background
The collection of flattened paper bags occupying the lower-left corner of the cabinet above the refrigerator was first established approximately fourteen months ago. The founding bag was a large brown kraft bag from a bakery. The founding resident, when asked, described it as "good quality" and "too sturdy to throw away."
Subsequent bags were added without formal approval.
Current Inventory
The collection now contains fourteen bags in five size categories. No two bags in the collection share identical dimensions. The largest bag has a torn handle that has been described as "still usable if you're careful." The smallest bag is too small for any anticipated use but has been retained on the grounds that small bags are occasionally needed and this particular small bag is already here.
The Core Issue
None of the fourteen bags have been used since the collection was established. On three separate occasions, a resident required a bag, evaluated the collection, found none of the bags suitable for the specific task at hand, and purchased a new bag at the shop.
The purchased bags were then added to the collection.
Discussion
The first resident stated that folded paper bags represent sound household economy.
The second resident noted that the collection now occupies shelf space that could hold other items, and asked which items those would be.
No items were proposed.
Resolution
The collection will be reviewed at the next cleanup. Any bag that survives three cleanups must be treated as permanent household infrastructure. The collection has survived eleven cleanups.
