Operating Guidance for Water Tanker Arrival Attention

Procedural guidance for the involuntary monitoring of municipal water delivery and its informal governance structure.

STAGE 1 , INITIAL DETECTION

The sound arrives before the tanker does. A low engine, a particular gear downshift, the hydraulic signature of a vehicle that has done this before. The resident hears it. The resident is not responsible for receiving the tanker. The resident notes it anyway.

This is Stage 1. It requires no deliberate attention. It simply occurs.


STAGE 2 , INFORMAL DELEGATION

Someone else is responsible for receiving the water. That person may or may not have heard the arrival signal. The resident who heard it now faces a small decision: act on the information, or let the designated receiver manage the situation.

Under the governing rule, water tanker arrival attention remains mandatory while nobody volunteers to replace the habit. Nobody volunteers. The resident moves toward the window.


STAGE 3 , OBSERVATION AND ADAPTATION

The first instance of water tanker arrival attention is treated as a personal preference. Stage 3 begins when a second person notices the first person's response and begins adapting to it.

This takes approximately one or two cycles. After that, the preference looks like shared procedure. No meeting was held. No agreement was made. The building simply added a new informal rule to its operating stack.

Eventually a newcomer can violate the rule without ever having been told the rule exists. They will not be corrected aloud. They will simply be regarded as having done something slightly wrong.


STAGE 5 , MAINTENANCE

The habit solves a small city inconvenience while becoming another local rule that people learn without being taught. Stage 5 has no defined endpoint. The tanker will return. The attention will be paid. The procedure continues until the infrastructure changes, at which point the behavior will take a few weeks longer to stop than the reason did.
