The contacts do not know they are organized as a tiered system.
Stage Two
The precaution becomes visible enough that other people adjust their expectations around it. A family member in another city asks, during a call, whether the household has a backup ambulance number. The question implies that not having one is a gap. The household has one. The question is answered. The question itself is now the standard.
Stage Three
The precaution turns into a social rule whose absence is noticed faster than its presence. A different family member, asked the same question in a different call, does not have a backup number. This produces a brief silence and a conversation that concludes with the sharing of AMBULANCE BACKUP across three cities.
The Governing Rule
